The Persian New Year always starts exactly at the Spring equinox (when the Earth completes its cycle around the sun). The exact hour differs, but it's always on March 20 or 21st. This marks the beginning of a 13-day holiday for Persians. The last day of the holiday which is called "13 Bedar" or "Nature Day" in the official calendar, Iranians go out into nature for a picnic, to escape the 13th and mark the beginning of a prosperous year.
In Southern California there are over a million Iranians, so all picnic spots around LA and Orange county will be filled with Iranians on this day :D.
