Pars Abad Moghan is the second largest city in Ardabil province in terms of population in northwest Iran. This city is known as the northernmost city in Iran. The name of this city is derived from the word Parsa, which is the surname of the CEO of Shiyar Azarbaijan Company, who founded this city in 1330 solar year, but later due to the problem in pronouncing two letters A followed by one of the letters, it was removed and the written form became Parsabad. The city of Pars Abad is located in a flat plain with a moderate to hot climate. This city is one of the large and densely populated cities of Azerbaijan region of Iran. Its distance to Ardabil is 220 km. Pars Abad Plain has the most suitable soil and the most favorable weather conditions for agriculture, animal husbandry and horticulture. Maghan Agriculture and Animal Husbandry Company is the largest trading company of its kind in the country and in the Middle East with the volume of agricultural, livestock and industrial operations in the same city of Dayer. There is also a four thousand hectare garden complex and sugar factory, paste factory, compote factory, Jam making, cotton ginning, animal feed, seed feed, fruit processing and dairy production workshop have given a special boost to this city. The vegetation of the area is mostly in the form of quality pasture grass, and the Shahson nomads, who are the remnants of 32 main clans, continue to live in the Moghan Plain by preserving their race and traditions. Agricultural and livestock products of Moghan include cotton, sugar beet, corn, wheat, barley, Hashmi rice, legumes, oilseeds, sesame, fruits, peanuts, and garlic.

پارس‌آباد مغان دومین شهر بزرگ استان اردبیل از نظر جمعیت در شمال غربی ایران است. از این شهر بعنوان شمالی‌ترین شهر ایران یاد میشود. نام این شهر از کلمه پارسا، که نام خانوادگی مدیرعامل شرکت شیار آذربایجان که در سال ۱۳۳۰ خورشیدی این شهر را بنیان نهاد، برگرفته شده امّا بعدها به دلیل اشکال در تلفّظ دو حرف آ به صورت پشت سرهم یکی از الف‌ها حذف و شکل نوشتاری پارس‌آباد صورت امروزی خود را یافت.
شهر پارس‌آباد منطقه‌ای است که در جلگه‌ای هموار با آب و هوایی معتدل تا گرم قرار دارد. این شهر جزو شهرهای بزرگ‌ و پرجمعیت منطقه آذربایجان ایران میباشد. فاصله آن تا اردبیل ۲۲۰ کیلومتر می‌باشد. جلگه پارس‌آباد مستعدترین خاک و مطلوب‌ترین شرایط آب و هوایی را برای زراعت دامپروری و باغداری داراست. شرکت بزرگ کشت و صنعت و دامپروری مغان بزرگترین بنگاه معاملاتی در نوع خود در کشور و در خاورمیانه با حجم عملیات زراعی، دامی و صنعتی در همین شهرستان دایر است همچنین وجود مجتمع باغات چهار هزار هکتاری و کارخانه قند، کارخانه رب سازی، کمپوت سازی، مرباسازی، پنبه پاک کنی خوراک دام خوراک بذر پروسس میوه و کارگاه تولید لبنیات رونق خاصی به این شهرستان داده‌است. پوشش گیاهی منطقه بیشتر به صورت علف‌های مرتع مرغوب می‌باشد و عشایر شاهسون که بقایای ۳۲ طایفه اصلی اند با حفظ نژاد و سنتهای خویش هنوز در دشت مغان به حیات خویش ادامه می‌دهند. از محصولات کشاورزی و دامی مغان می‌توان به پنبه، چغندر قند، ذرت، گندم، جو، برنج هاشمی، حبوبات، دانه‌های روغنی، کنجد، و میوه جات و بادام زمینی و سیر اشاره کرد.
